According to the British Journal Editorial the reason for a shortage in the supply of blood was due to the poor management of the Blood Transfusion Service from the late 1950s onwards and a lack of effective "national planning". The proposed "remedy" was an evaluation of a national policy for the sourcing and distribution of blood.
