Questions guiding the Inquiry’s investigations are published as a List of Issues. This document will help guide the Inquiry’s investigative work to meet its terms of reference.
The List of Issues seeks to establish not only what was done, but also what should have been done. It will guide the investigation into the roles of all the decision-makers, including government, the NHS and pharmaceutical companies.
Counsel to the Inquiry, Jenni Richards QC, is responsible for the list and welcomes suggestions from core participants and others. This will assist the List of Issues to be a living document as the investigation evolves.
