In a letter to Dr Hill, Dr Jenkins stated that the North East Thames Regional Health Authority had been supplying vast quantities of plasma for concentrate production at BPL for many years. However, due to the final product being allocated in proportion to patient needs, it had in effect been subsidising regions which did not produce as much plasma.
