Mr Justice Burton in "A and Others v National Blood Authority" concluded that surrogate testing should have been introduced by March 1988, and that Hepatitis C screening should have been routinely introduced earlier than it was, and hat it was not known and accepted by society that there was a risk of Hepatitis C from blood transfusions.
