The Royal Sanitary Commission described how important "public" health was, stating: "The importance of the subject cannot be too highly estimated. The constant relation between the health and vigour of the people and the welfare and commercial prosperity of the State requires no argument. Franklin's aphorism, 'public health is public wealth' is undeniable".
