Memorandum from Clare MacDonald, to the Prime Minister following the publication of the Penrose Report and Department of Healths decision to set aside 25m to spend on support for those infected by contaminated NHS blood. The recommendation from Penrose to test everyone who had a blood transfusion before September 1991 is accepted. Outlines how a consultation regarding the plan to consolidate the five compensation schemes into one will work and the benefits and disadvantages of this. Three options for how the 25m could be used are outlined.
