Letter from Anthony Barrowclough QC, the Parliamentary Commissioner for Administration to the Rt Hon Dr David Owen MP of the House of Commons re why he does not feel he can open an investigation into the case of [GRO-A]. Predominantly because there is an insufficient nexus between the alleged maladministration and his infection. The second letter in reply to Mr Barrowclough dated 2 March 1998 explaining that compensation was not necessarily his constituent's goal and that this was a case of maladministration.
