Richard Gutowski sent an email to Linda Percival regarding the "ongoing campaign calling for a public enquiry" into infected blood. He stated "we have just concluded a review of documents at the time and the preliminary conclusions reached are that the Government at the time acted reasonably and a public enquiry is not warranted."
