From late 1994 onwards the discussion about whether to have a national Hepatitis C lookback began to be framed in terms of an existence of a duty of care towards donor and recipients, as was discussed in the draft report from the Advisory Committee on the Microbiological Safety of Blood and Tissue Subcommittee.
