Dr Gillon's briefing on his study on Hepatitis C lookback in May 1994 caused Professor Keel to think that a national lookback was feasible. She told the Inquiry that it was from this point that she immediately started to put the wheels in motion in terms of achieving an SHHD policy decision in this area.
