A memo from Strachan Heppell to Alan Davey (following a meeting with the Haemophilia Society chair and general secretary) outlined the position of the Society and the Government, noting that Mr Heppell's view that concession of liability on the Government's part could "undermine the future ability of the NHS to do its best for patients."
