A briefing note called Haemophiliacs and AIDS for Baroness Trumpington contained the wording "Doctors treating haemophiliacs were, we believe, careful in explaining these risks to their patients." This wording appeared in the Dianthus version of the Self-Sufficiency report in 2004.
