Minutes of a regional transfusion directors meeting recorded that, since 1946, cases of serum hepatitis had been reported to Dr Maycock on a special form. The meeting stressed the importance of reporting serum hepatitis, reactions to infected blood and all severe reactions to regional transfusion directors without delay.

At a meeting between the CMO at the Ministry of Health and the Directors of the London depots "plans were put forward for a post-war blood transfusion service. It was agreed that there should be a nationwide service managed centrally by the Ministry of Health".

In June 1940 it was recommended that regional blood depots should be established close to teaching or large district hospitals in big cities. These later became known as regional blood transfusion centres.

An investigation by DHSS Central Management Services in 1986 identified deficiencies in the NBTS and made the following three recommendations: do nothing, create a special health authority, retain management of RTCs by regional health authorities but with formal coordination of the work of RTCs.

The devolution of budgets to districts proposed in the NHS and Community Care Act meant that RTCs had to recover their operating costs through reimbursement for products and services. RTCs had to work closely with hospitals receiving their products and services, leading to the National Directorate being marginalised.
