According to the British Journal Editorial the reason for a shortage in the supply of blood was due to the poor management of the Blood Transfusion Service from the late 1950s onwards and a lack of effective "national planning". The proposed "remedy" was an evaluation of a national policy for the sourcing and distribution of blood.

He also lamented the NBTS' lack of a central laboratory and pointed out how the Blood Products Laboratory had not been originally designed to handle large scale fractionation of blood products.

Dr Owen responded to a parliamentary question that Factor 8 supplies provided by the NHS were insufficient, so supplies had been purchased, exceptionally, by central commercial contract from the US, which had provided adequate supplies.
