Dr Brian McClelland told the Inquiry in his oral evidence that he decided to prepare a leaflet on AIDS as it was "fairly obvious" that it was important to take action to reduce the risk to transfusion recipients and that there had been the suggestion in local media that Edinburgh could become the "AIDS capital of the North".

He agreed to contact Dr John Barbara for information about the proposed leaflet for donors and that he would arrange a meeting with the Scottish Home and Health Department.

The Glasgow and West of Scotland Transfusion Service added to its donor questionnaire a note asking if donors had heard of AIDS and stating that if they had any doubts about giving a donation they should consult the session doctor or their GP or write to the regional director.

At a meeting of the Scottish National Blood Transfusion Service Co-ordinating Group, it was noted that each regional transfusion centre had a supply of AIDS leaflets, pending the lifting of the embargo on their release by the Minister for Health. Dr Cash had written to each of the regional transfusion directors and explained the method of issue of the leaflets was at their discretion.

There was a decision not to recall an implicated PFC batch 023110090. Dr Brian McClelland explained to the Inquiry in his oral evidence that recalling that batch would have led to a huge gap in the supply available to patients.
