At the NETR Haemophilia Working Party, it was suggested that until a positive test for AIDS and/or a vaccine is developed the use of blood products should be avoided. However this did not lead to any change of policy at The Royal London.

Dr Colvin clarified that the statement he made that "there is no reason to spurn commercial concentrate" implied that he did not recommend that they don't buy commercial concentrate at all.

Dr Colvin stated in his oral evidence "if you had abandoned all surgery except for the most life-saving and the home treatment programme and if you had cut back on dosage...the consequences of the temporary withdrawal of all blood products in the way that Dr Galbraith perfectly understandably recommended was a probable."

Dr Colvin reported that there were 41 patients infected with HIV, of which 31 had severe Haemophilia A, 9 had moderate/mild Haemophilia A and 1 had Haemophilia B. He recalled three children who were infected with HIV from their treatment and one partner of a patient who was infected.

Dr Craske explained that there was a "possibility" that transmission by blood and blood products may become "a serious problem" and that in the UK "widespread transmission could occur...unless precautions are taken to exclude donors from the already identified high risk group for AIDS".

Dr Craske reported to the UKHCDO on the cases of AIDS in different parts of the world given. The number of cases in patients with hereditary disorders of blood coagulation had reached 21 in the USA. 7 cases in Europe had been reported, including two in the UK. Minutes from the meeting of UK Haemophilia Centre Directors where Professor Bloom stated the the UK was recognised throughout the world as having the best organisation for treatment of haemophilic patients and Dr Craske asked for special attention to be given to his report on HTLV III the importance of accurate incidence of HIV in the UK and a need for better reporting

Dr Lane in a letter to the reference centre directors stated that it was agreed that a meeting should be held "to discuss AIDS in relation to the management of haemophiliacs and the implications for treatment with factor VIII concentrates" and that 10 December was the first date suitable for the majority of participants.

In a response to Dr Lane, Professor Bloom wrote that "clearly the matter is of great importance and has certainly come to a head with the Australian experience and with the unfortunate death of the Newcastle patient. I am only glad that we had decided in advance of these events to take some action"

UKHCDO's AIDS Group heard a difference of opinion with regard to Factor 9. "Some Centres had stopped using NHS factor IX and were now using heated commercial factor IX while others intended to continue for the meantime with the unheated NHS factor IX."
