Professor Gordon Lowe confirmed in his oral evidence that he became aware of AIDS cases in haemophiliacs in late 1982 from Professor Forbes who was initiating a study of immune abnormalities in patients with severe haemophilia. The conclusion of the study was that Scottish patients had immunological abnormalities similar to those in their US counterparts.

Professor Goron Lowe stated in his oral evidence that Dr Forbes confirmed in his Penrose Inquiry evidence that blood was taken from 77 Scottish people between December 1983 and July 1984, and they were not told that their blood was being tested for HIV. None of the 12 patients who had tested positive had been told of their HIV test results.

In a Haemophilia Directors' meeting,13 September 1982, a US report was discussed which stated, among other things, that "there was a remote possibility that commercial blood products had been involved." Dr Ludlam in his oral evidence told to the Inquiry that he could not defend the word "remote".

In his oral evidence to Inquiry, Professor Ian Hann stated that he left the Second International Symposium on Infections in the Immunocompromised Host thinking that AIDS was likely caused by a new viral agent and that it might possibly be relevant to patients with haemophilia.

One of the reasons he had told trustees to resign was due to the Minister stating it was an 11% increase but it was hardly an increase as it included provisions for costs of administration which had been covered under a section 64 grant.

Peter Stevens stated that a census form was required to be completed for regpay. The reason a census form was required was due to the Trust needing to be kept up to date with any changes to financial circumstances as the census form required details of household bills etc.
